raising of a loan to finance "special

expenditure" I have suggested that the

Governor should consider whether a certain

proportion of the amount provided under

this head should not be charged to revenue.

The question arises as to whether the

S. of S. should approve the estimates.

I

think that we shall have to inform the

Governor that it is not possible in existing

circumstances to carry out a detailed

examination of the estimateses, by the time

this were done in the

three-quarters over. However, for the

purpose of complying with the Colonial

Regulations there would be advantages in

formally

approving the estimates and we propose that

the S. of S. shall do this on the assumption

that:

(a)

all personal emolument items are on

pre-war scales plus such amendments

as have been separately approved by

the S. of S;

(b) all items of "other charges" are

generally of a normal pre-occupation

character with such inevitable

(c)

additions as are necessitated owing

to the present circumstances in Hong Kong;

all other major items of expenditure have

already been approved by the S. of S.

separately or will now be submitted to

him by the Governor for approval.
